He graduated in 1985 with a degree in Law from the National Autonomous University of Mexico (UNAM); Master in International Studies from the University of Leeds, England (1991-1992); Master in Public Law from the Autonomous University of Nuevo Leon (1998-2002). Doctor of Law, also from the Autonomous University of Nuevo Leon (UANL) (2006-2008).
He served as a litigator in Yllanes Buffet Ramos (1983-1986). He then served as Private Secretary to the Director General of Legal Affairs of the National Autonomous University of Mexico (1986-1988). In the same UNAM, he was Assistant General Counsel for Intellectual Property (1988-1989), and was Director of General Studies University Legislation (1990). He was Private Secretary to the Secretary General of the IMSS (1991). It was in the Attorney General’s Office as Director General of the Service Unit Recommendations on Human Rights (1993-1994). Was the last Director General of the Nation Graphics Workshop and First Director General of the Graphics Workshop Mexico (1994-1995). He joined as Academic Secretary of the Electoral Training Center of the Federal Electoral Tribunal (1995-1996) Judicial.
A proposal from the Supreme Court of Justice of the Nation and Senate appointment was Regional Electoral Judge of the Federal Electoral Tribunal, assigned to the Second Regional Chamber, based in the city of Monterrey (1996-2004) . He served as Chief Justice of the Second Regional Electoral Court (1996-1997). A proposal by the Governor and appointed by the Congress, is judge of the Superior Court of the State of Nuevo León for 2004-2014. It was Judge of the Ninth Civil Chamber Unitarian (2004-2005), and since 2005 Judge of the Fourth Criminal Chamber Unitarian.
As of August 3, 2015 until July 31, 2017 will act as President of the High Court of Justice and the Judicial Council of State.
