He graduated in 1985 with a degree in Law from the National Autonomous University of Mexico (UNAM); Master in International Studies from the University of Leeds, England (1991-1992); Master in Public Law from the Autonomous University of Nuevo Leon (1998-2002). Doctor of Law, also from the Autonomous University of Nuevo Leon (UANL) (2006-2008).

He served as a litigator in Yllanes Buffet Ramos (1983-1986). He then served as Private Secretary to the Director General of Legal Affairs of the National Autonomous University of Mexico (1986-1988). In the same UNAM, he was Assistant General Counsel for Intellectual Property (1988-1989), and was Director of General Studies University Legislation (1990). He was Private Secretary to the Secretary General of the IMSS (1991). It was in the Attorney General’s Office as Director General of the Service Unit Recommendations on Human Rights (1993-1994). Was the last Director General of the Nation Graphics Workshop and First Director General of the Graphics Workshop Mexico (1994-1995). He joined as Academic Secretary of the Electoral Training Center of the Federal Electoral Tribunal (1995-1996) Judicial.

A proposal from the Supreme Court of Justice of the Nation and Senate appointment was Regional Electoral Judge of the Federal Electoral Tribunal, assigned to the Second Regional Chamber, based in the city of Monterrey (1996-2004) . He served as Chief Justice of the Second Regional Electoral Court (1996-1997). A proposal by the Governor and appointed by the Congress, is judge of the Superior Court of the State of Nuevo León for 2004-2014. It was Judge of the Ninth Civil Chamber Unitarian (2004-2005), and since 2005 Judge of the Fourth Criminal Chamber Unitarian.

As of August 3, 2015 until July 31, 2017 will act as President of the High Court of Justice and the Judicial Council of State.

Egresado en 1985 como Licenciado en Derecho, por la Universidad Nacional Autónoma de México; Maestro en Estudios Internacionales, por la Universidad de Leeds, Inglaterra (1991-1992); Maestro en Derecho Público, por la Universidad Autónoma de Nuevo León (1998-2002). Doctor en Derecho, también por la Universidad Autónoma de Nuevo León (2006-2008).

Se desempeñó como litigante en el Buffet Yllanes Ramos (1983-1986). Después se desempeñó como Secretario Particular del Director General de Asuntos Jurídicos de la Universidad Nacional Autónoma de México (1986-1988). En la misma UNAM, fue Subdirector Jurídico de Propiedad Intelectual (1988-1989), y fue Director General de Estudios de Legislación Universitaria (1990). Fue Secretario Particular del Secretario General del IMSS (1991). Estuvo en la Procuraduría General de la República como Director General de la Unidad de Atención a Recomendaciones de Derechos Humanos (1993-1994). Fue el último Director General de los Talleres Gráficos de la Nación y Primer Director General de los Talleres Gráficos de México (1994-1995). Se integró como Secretario Académico del Centro de Capacitación Judicial Electoral del Tribunal Federal Electoral (1995-1996).

A propuesta de la Suprema Corte de Justicia de la Nación y por designación del Senado, fue Magistrado Electoral Regional del Tribunal Electoral del Poder Judicial de la Federación, adscrito a la Segunda Sala Regional, con sede en la ciudad de Monterrey (1996-2004). Fungió como Magistrado Presidente de la Segunda Sala Regional del Tribunal Electoral (1996-1997). A propuesta del Gobernador del Estado y por designación del Congreso, es Magistrado del Tribunal Superior de Justicia del Estado de Nuevo León para el período 2004-2014. Fue Magistrado de la Novena Sala Unitaria Civil (2004-2005), y desde 2005 es Magistrado de la Cuarta Sala Unitaria Penal.

A partir del 3 de agosto del 2015 y hasta el 31 de julio del 2017 fungirá, como Presidente del Tribunal Superior de Justicia y del Consejo de la Judicatura del Estado.
