She is currently the Education Secretary of Nuevo Leon state. She is Level III in the National System of Researchers, being the highest academic level within the National Council of Science and Technology. She has a PhD in Political Economy: Systems and structures; in addition to their studies, her Masters original title: “Diplôme d’Etudes Appofondies” at the University of Paris VIII, France; she obtained a Sociology degree from the University of Monterrey.
She was the director (founder) of the Social Research Institute at the Universidad Autonoma de Nuevo Leon from 2002 to 2010 and from 2014 to 2015, was a founder of Social Sciences programs, Master and Doctorate, with a concentration in Sustainable Development of the same Institute, and was president of its Academic Committee, which are registered in the CONACYT International Competition in 2001 and 2015.
Gutierrez worked as Secretary (vice-chancellor) of the Ministry of Sustainable Development of the Universidad Autonoma de Nuevo Leon and was ounder of the following departments: Environmental Management, Sustainability Programs and Sustainability Infrastructures, from 2010 to 2014. She served as Director (founder) for the Reflection Center for Alternative Development, home of the “Cambiar Mexico con Participacion Social” program, between 2010 and 2015.
From 2011 to 2015 she served as Director (founder) of the Nuevo Leon’s Sustainability Observatory, and from 2014 to 2015 was the Director of the Unit for Gender Equality, incorporated into the Universidad Autonoma de Nuevo Leon
Gutierrez has also written and coordinated more than 25 publications and over a hundred articles in refereed journals in Mexico and the world; she has given over 200 courses and directed more than 30 theses in his years as a teacher.
