Graduated in law from the UNAM and doctor of research in Political Theory by the University of Turin, Italy. Researcher Titular B of the Legal Research Institute of the UNAM (with license), is recognized with PRIDE D, and is a member of the National System of Investigators, level III.
Author of several texts (books, book chapters, essays, and articles) on electoral, constitutional and political theory topics. Among his books include Derecho y Poder. Kelsen y Schmitt frente a frente (FCE, 2009); Elecciones, dinero y corrupción. Pemexgate y Amigos de Fox (co-authored with Ciro Murayama, Cal and Arena, 2006); Los árbitros de las elecciones estatales. Una radiografía de su arquitectura institucional (co-authored with César Astudillo, IIJUNAM, 2010), in addition he coordinated with Pedro Salazar, Política y derecho. (Re)pensar a Bobbio (IIJUNAM-Siglo XXI, 2005); as well as La reforma electoral 2007. Hacia un nuevo modelo (TEPJF, México, 2008); with César Astudillo, Reforma y control de la Constitución. In 2010, he received the National University Award for Young Academics of the UNAM. He has had an intense participation in electronic and printed media and has twice received the National Journalism Award from the Club of Journalists of Mexico.
He is a member of the Governing Board of the Institute for Democratic Transition Studies.
In the public service he has worked, among other positions, as Technical Secretary of the working group that processed in the Senate of the Republic the Political Reform during 2010; From December 2011 to April 2014, was appointed by the Chamber of Deputies as Electoral Counselor of the IFE and since April 2014, was appointed by that body as President of the General Council of INE.
